“Transit” Intelligent Transport System (ITS-Transit)

“Transit” Intelligent Transport System (ITS-Transit) is designed for automated control of the movement of transit customs goods, namely, to determine the location and control of the movement of vehicles and goods, to assess the conformity of the actual and planned route of movement, compliance with the regime of goods’ displacement and monitoring the safety of goods with the use of electronic locking and sealing devices (electronic seals).


“Transit” Intelligent Transportation System (ITS-Transit) consists of three subsystems:
- electronic seal (ES) is an on-board terminal for collecting and transmitting data about an object of observation with a locking and sealing device installed on the cargo compartment of a vehicle;
- data processing center (DPC) - a subsystem for receiving data from an electronic seal, processing and storing data, and issuing data to an information portal;
- information portal (IP) - a subsystem for displaying (visualizing) data and issuing information to users. The information portal also carries out registration and maintenance of the register of system users, installation and deregistration of an electronic seal.

The electronic seal (EP) performs the functions of a mechanical locking and sealing device with electronic control of the integrity of the locking cable and the body of the seal, as well as the functions of an on-board terminal for collecting and transmitting data on the state of the object.


The electronic device is installed on the hinges of the cargo compartment doors of the vehicle; it locks and controls the closed state of the doors on the route. The EP provides measurement of the coordinates of the object’s location according to the signals of the navigation satellite systems GLONASS / GPS, measurement of the parameters of the object using sensors, collection of data from sensors, storage of data in the built-in memory and transmission of data to the data center via GSM mobile cellular communication channels or Iridium satellite communication, in case of unavailability of cellular communication.


The data processing center (DPC) performs the functions of receiving and monitoring the integrity of data on the objects’ state from the electronic signature, archiving and processing the received data, maintaining a database, deleting old data from the archive, issuing current and archived data to the information portal, generating and transmitting alarm messages about emergency situations in ITS-Transit to workstations of the information portal personnel.


The information portal (IP) performs the functions of displaying (visualizing) data, dispatching control and issuing information to users. The IP provides registration and maintenance of the register of ITS-Transit users, control of user access to information in ITS-Transit, separation of powers between the staff in the management of ITS-Transit, as well as registration and deregistration of electronic signatures.


The IP enables the display of current and historical data on the state of the objects being observed; provides the current location, routes of objects’ movement on the map and graphs of the E-seal sensors readings; exports data to spreadsheets (Excel) and text files (PDF).
